From: Davis, Edward Sent: 21 August 2017 13:33 To: Constantinescu, Nora-Andreea Cc: Skelli-Yaoz, Tania; Wallas, Vicky Subject: 1 Birkenhead Street - 2017/2241/P Hello Nora, I have taken a look at the submitted noise data and have the following comments. After an initial site visit, The property is a ground plus three storey building overlooking Birkenhead Street to the west. Adjacent to the north is Carlton Hotel. To the east is The Mews, 1a Birkenhead Street which comprises commercial property. Adjacent to the south is 3 Birkenhead Street which is a residential property. The area is predominantly residential dwellings of similar height. Subjectively, the main noise source was from vehicles on surrounding roads and nearby building services plant. The nearest noise sensitive window is the neighbouring property at 3 Birkenhead Street which has been correctly identified within the report. The report itself is correctly formatted to satisfy our acoustic template and the calculated data seems correct. The report itself is dated 27th March 2017 and was made before the adoption of the new local plan which has changed the threshold of our noise criteria so at this point I am happy to accept the submission gauged on the old DP28 criteria. From the submitted noise data it is clear that the criteria can only be met by way of the inclusion of an acoustic screen and as such the following: 1. The external noise level emitted from plant, machinery or equipment including specified acoustic mitigation at the development hereby approved shall be lower than the lowest existing background noise level by at least 5dBA, by 10dBA where the source is tonal, as assessed according to BS4142:2014 at the nearest and/or most affected noise sensitive premises, with machinery operating together at maximum capacity. Reason: To ensure that the amenity of occupiers of the surrounding premises is not adversely affected by noise from mechanical installations/ equipment. 2. Prior to use, plant or equipment and ducting at the development shall be mounted with proprietary anti-vibration isolators and fan motors shall be vibration isolated from the casing and adequately silenced and maintained as such. Reason: To ensure that the amenity of occupiers of the development site and surrounding premises is not adversely affected by vibration. If you have any queries, please do not hesitate to contact me.
