With regards to the energy hierarchy, the report explains how it meets 2010 Building Regulations through fabric and energy efficiency measures alone. This is in accordance with the requirements (and the London Plan) and satisfies the ‘be lean’ aspect of CPG3. These measures produces a highly efficient dwelling with low energy demands and should be promoted ahead of substituting build quality with renewable energy. The ‘be clean’ part of CPG3 is unfeasible in this type of development as there are no plant areas and or means to build in the CHP into the development. Further to that, the size of development is not substantial enough to make CHP feasible or viable. In terms of renewable energy (‘be green’) we have not included this as we have achieved the required target of Code Level 3 without it, and thus creates a more energy efficient dwelling.
In relation to Section 4 of CPG3 the Applicant are making improvements to the windows and the inclusion of the extension will provide a more efficient and productive envelope with improved conditions for employment. This section of the CPG is calling for 10% of the total build costs to be used on environmental improvements on the existing development (this is also within Part L2B). I have attached the checklist which is relevant, and have highlighted the easy wins which maybe should be proposed. In terms of project costs the Applicant may have to calculate this in-house.
